FedEx is concerned with the safe and humane transport of all types of animals and complies with the guidelines listed in the IATA Live Animals Regulation (LAR).
FedEx Express may accept certain shipments of live animals such as horses, livestock and zoo animals (to and from zoo locations only) on an exception basis if approved and coordinated by the FedEx Animal Desk (call 1.800.405.9052). However, FedEx Express does not accept live-animal shipments as part of its regular-scheduled service and does not transport household pets such as dogs, cats, birds and hamsters.
If approved by FedEx, they may accept non-venomous reptiles, amphibians, live/tropical fish and beneficial insects on an exception basis under the following conditions:
(1) Shipments must be from a business to a business (from a breeder to a pet store, for example)
(2) The shipper must have its packaging tested and pre-approved by FedEx Packaging Design and Development for the type of animal being shipped. Call 1.800.633.7019 for assistance. It is the responsibility of the shipper to adequately package shipments for all temperature extremes and handling conditions.

Four Paws - European Policy Office
Since 2007, FOUR PAWS has had a European Policy Office in Brussels which aims to strengthen animal welfare at the European level by influencing European policies and the legal framework. With the aim of consolidating the consideration of companion animals and the responsible ownership principle in EU policies, in 2010 the office created the CAROdog platform (“Companion Animal Responsible Ownership”), followed in 2013 by the CAROcat platform, and has established the EU Traceability Experts Group. With its European Policy Office, VIER PFOTEN/ FOUR PAWS has a long standing experience in consultancy on Animal Welfare in Brussels. The main goal is to improve the consideration and the protection of farm animals, wild animals and companion animals at EU level to reach at least responsible ownership through better legislation, but also better enforcement.
FOUR PAWS European Policy Office has also created the EU Enforcement Network aiming at improving and strengthening animal welfare in Europe, collaborating with animal welfare lawyers.
IATA Live Animals and Perishables Board (LAPB)
Live Animals and Perishables Board (LAPB)
The Live Animals and Perishables Board develops regulations for the acceptance, handling and loading of live animals in air transport, compiled in the Live Animals Regulations (LAR) manual.
The LAPB also establishes guidelines for shipping time and temperature sensitive goods, focusing on adequate temperature management and efficient handling. These regulations are published in the IATA Perishable Cargo Regulations (PCR) manual.
The primary objectives of the LAPB include:
- The adoption of regulations for the acceptance, handling and loading of live animals and perishables in air transport
- The promotion of public awareness and government acceptance of the regulations
- The provision of an open forum for member airlines to exchange and develop information specific to the transport of live animals and perishables
- The promotion of an open dialogue with civil aviation authorities and shipping industry
IPATA members adhere to the rules and regulations of the Live Animals Regulations of the International Air Transport Association (IATA), and many of our members have staff with Live Animal Regulation training, as well as training in other areas of animal and cargo transit.
